A EXECUÇÃO ORÇAMENTÁRIA DO MA DE 1988 A 2012: enriquecimento privado e empobrecimento social

Resumen

Este texto faz um estudo sobre a execução orçamentária do Estado do Maranhão, nas despesas de saúde e educação e nos gastos com o serviço da dívida pública. Nesta direção, mostra a trajetória do endividamento externo e público recente deste Estado e o crescente comprometimento das despesas sociais em favor do pagamento do serviço desta dívida, enquanto os serviços públicos foram transformados em objeto de valorização do capital com a sua progressiva mercantilização. De forma complementar, reflete sobre a trajetória dos gastos sociais da União em relação ao serviço da dívida pública brasileira. Nas considerações finais aborda o enriquecimento privado e o empobrecimento social e, por sua vez, o acirramento dos problemas sociais.Palavras-chave: Execução orçamentária; dívida pública; crise capitalistaTHE BUDGETARY EXECUTION OF MA FROM 1988 TO 2012: private enrichment and social impoverishment Abstracts: This paper makes a study about the budgetary execution of the State of Maranhão, the costs of health and education and spending with public debt service. In this direction, shows the trajectory of recent public and external indebtedness of this state and the increasing commitment of social spending in favor of payment of servicing that debt, while public services were transformed into objects of capital appreciation with its progressive commodification. Complementarily reflect on the trajectory of the Federal Government's spending in relation to the service of the Brazilian public debt. In the closing remarks discusses the private enrichment and social impoverishment, therefore, the worsening of social problems. Keywords: Budgetary execution, public debt, capitalist crisis.
