AS REFORMAS DA PREVIDÊNCIA DE FHC E LULA E O SISTEMA BRASILEIRO DE PROTEÇÃO SOCIAL

Resumen

O artigo apresenta as principais mudanças introduzidas na Previdência Social brasileira através das reformaspromovidas pelos governos Fernando Henrique Cardoso e Luiz Inácio Lula da Silva. Identifica também o contextodas reformas e os principais argumentos esgrimidos em seu favor. Sobre essa base, analisa o significado dasreformas para o sistema brasileiro de proteção social, mostrando que elas assinalam um retrocesso em relação aomodelo de seguridade social definido na Constituição de 1988 e que reforçam a tendência de abertura de espaçopara os planos privados de Previdência. It also identifies the context of reformsand the main arguments presented in their defense. On this basis, it analyzes the importance of reforms to theBrazilian social protection system, showing that it presents a retreat from the social security model defined in the1988 Constitution and that it reinforces the trend of considering private pension plans.
