Resumen
Este artigo é resultado de uma pesquisa que investigou como o racismo e o mito da democracia racial estão presentes nas práticas pedagógicas e no cotidiano da escola. Buscou também compreender os impasses e/ou aspectos facilitadores em efetivar a Lei 10.639/2003 alterada pela Lei 11.645/2008 como ação valorativa no âmbito da promoção da igualdade racial. Objetivamos contribuir com a discussão sobre a inserção da temática da inclusão da história e da culturaafricana e afro-brasileira no sistema de ensino público de Fortaleza, por meio de uma reflexão sobre o entendimento da comunidade escolar acerca da citada lei e de sua implementação nas escolas investigadas. Essa lei é resultado da luta política desta população para se ver retratada na história e na cultura do país, aspecto fomentador para uma mudança social rumo a uma educação antirracista. Os resultados elucidam dificuldades para sua real efetivação no que concerne aos contornos do racismo no ambiente escolar e seu enfrentamento.Palavras-chaves: Relações étnico-raciais, racismo, política de ação afirmativa, política de ação valorativa.RACIAL-ETHNIC RELATIONS AND IMPLEMENTATION OF THE LAW 10.639/03 FORTALEZA / CEARÁAbstract: This article is the result of a research that investigates how racism and the myth of racial democracy are present in teaching practices and everyday school. It also seeks to understand the obstacles and / or facilitating factors in effecting the Law 10.639/2003 amended by Law 11.645/2008 as evaluative action in promoting racial equality. We aim to contribute to the discussion about the insertion of the issue of inclusion of African history and culture and african-Brazilian in the public school system in Fortaleza, through a reflection on the understanding of the school community about the aforementionedlaw and its implementation in schools investigated. This law is a result of the political struggle of this population to see itself portrayed in the history and culture of the country, developers looking for a social change towards an anti-racist education. The results elucidate difficulties for its real effectiveness in relation to the contours of racism at school and its coping.Key words: Ethnic-racial relations, racism, policy of affirmative action, policy of evaluative action.
