Resumen
O presente artigo propõe uma tipologia das principais políticas públicas orientadas ao direito humano de difusãoda manifestação cultural. Com base no critério do modo e da intensidade com que o Estado participa na prestação dessaspolíticas, identificam-se três principais modelos: a) liberal; b) social-democrático e; c) neocensitário. Em seguida, a partirdos défices e limites apresentados em cada um dos tipos ideais perquiridos, propõe-se um modelo alternativo, ancorado na teoria da democracia deliberativa, cujos atributos teóricos se afiguram promissores quanto à garantia de eficácia social para o direito humano em questão.Palavras-chave: Políticas públicas, manifestação cultural, liberalismo, social-democracia, política deliberativa.THE BRAZILIAN PUBLIC POLICIES FOR THE HUMAN RIGHT TO CULTURAL EXPRESSION: a theoretical approachto the main models of incentive to cultural expressions.Abstract: This paper proposes a typology for the main public policies aimed at promoting the human right to the diffusionof cultural manifestation. Based on the criteria of the manner and intensity of the State?s participation in the implementation of such policies, three main models are identified: a) a liberal one; b) a social-democratic one and; c) neo-censitary one. Subsequently, from the deficits and limits identified in each of the investigated ideal types, an alternative model, anchored in the deliberative democracy theory, whose theoretical features seem to be promising for the social efficiency of the human right to cultural manifestation and expression, is proposed.Keywords: Public policy, cultural manifestation, liberalism, social-democracy, deliberative politics.
