Public contracts and global market: an approach from the XXI century administrative law

Resumen

In this article there is a need to foster a new doctrinal approach to procurementfrom the principles enshrined in the emerging global administrativelegal order; which strikes, with increasing intensity, national regulations onthe subject. The administrative law also has been hit by globalization, whichbreaks the old schemes of government contracting with a purely domesticnature after an undeniable trend towards shaping a comprehensive law onpublic contracts.
