Resumen
Este artigo explica porque o Brasil decidiu estimular a produção, a pesquisa e o desenvolvimento debiocombustíveis durante a administração Lula. Aponta a hipótese para tal estímulo, como uma resposta às crises energéticas e à ameaça de elevação dos preços e de redução da oferta de combustíveis fósseis. Mostra que a produção de formas renováveis de energia limpa permitiria ao Brasil consolidar sua responsabilidade ambiental e ganhar oportunidades de voz em instituições multilaterais.Palavras-chave: Brasil, biocombustíveis, energia, meio ambiente, política externa.SUN, EARTH AND TECHNOLOGY: the promise of the ?Golden Revolution? of biofuels under Lula?s administrationAbstract: The aim of the present paper is to explain why Brazil has decided to stimulate the production, research and development of biofuels in Lula?s administration. The hypothesis indicates that the incentive for biofuels came as an answer to minimize energy crises as well as to help face the threat of energy prices? rising and the reducing of the supply of fossil fuels.
