La mancata crescita della produttività è un tema centrale per economisti e governi. Le politiche pubbliche di stimolo della produttività hanno registrato modesti risultati, e il maggiore incremento della produttività si è avuto dove queste politiche sono state di minore intensità. Questo lavoro sostiene che l?analisi del problema della bassa produttività prosegue su linee esplicative insoddisfacenti perché non si pone sufficiente attenzione ai problemi irrisolti di teoria e di calcolo. Una considerazione di questi aspetti porta a respingere i giudizi riguardanti la responsabilità dell?insoddisfacente crescita della produttività ? sovente attribuita in prevalenza al lavoro ? e invita a spostare l?attenzione su altri aspetti del funzionamento dell?economia e dei comportamenti sociali, che sono verosimilmente concausa del fenomeno.Slow or non-existent productivity growth is a central issue for both economists and policymakers. Public policies aimed at boosting productivity growth have produced scant results, and productivity growth has been highest where these policies were not implemented. The paper argues that the analysis of the low productivity growth conundrum follows inadequate paths because as yet unsolved theoretical and measurement issues are not given enough attention. A fuller account of these issues implies rejecting the widespread narrative that attributes to labour the main responsibility for low productivity growth, and rather points to other aspects of the working of the economy and of social behaviours.
