Resumen
Este artigo analisa as dinâmicas e interações que o PAA vem promovendo em Minas Gerais, a partir da percepção dos atores sociais que compõem o seu arranjo institucional. Utiliza os seguintes recursos metodológicos: análise de literatura sobre a temática pesquisada, levantamento de informações secundárias, visita in loco e entrevistas semiestruturadas. O PAA surgiu em 2003, permitindo a compra pública de produtos de agricultores familiares, regulando de forma indireta os preços definidos pelo mercado e, ao mesmo tempo, garantindo o abastecimento de Redes de Proteção ePromoção Social. Todas as etapas desta pesquisa permitiram chegar à conclusão de que o PAA articula uma diversidadede resultados e está estruturado em conformidade com a multiplicidade de estratégias de atuação da agricultura familiar, no campo da economia territorial e da garantia à segurança alimentar e nutricional de parte da população em estado de vulnerabilidade social.Palavras-chave: Políticas públicas, PAA, agricultura familiar, segurança alimentar e nutricional, desenvolvimento local.FOOD SECURITY AND LOCAL DEVELOPMENT: an analysis of the results of the acquisition of food program in MinasGeraisAbstract: This paper investigates the dynamics and interactions that the food program has been promoting in Minas Gerais from the individuals? perceptions that are part of this institutional arrangement. It makes use of the following methodological tools: analysis of the literature on the topic researched, survey of secondary information, in loco visits and semi-structured interviews. The food program was created in 2003, allowing the government to buy products from family farmers, indirectly regulating the prices established by the market and, at the same time, ensuring the supply of Safety Nets and Social Promotion. All the stages of this research allowed the conclusion that the food program articulates a range of outcomes and is structured according to the multiplicity of family farming strategies in the field of territorial economy and ensures food safety and nutrition to part of the population in invulnerable social conditions.Keywords: Public policies, food program (PAA), family agriculture, food safety, local development.
