Resumen
O artigo discute a atuação recente do Estado no espaço urbano, especialmente dos governos municipais, focalizando as chamadas propostas inovadoras de gestão que se destacaram a partir dos anos de 1990 por incluírem, em seu escopo, o compromisso com políticas sociais de caráter redistributivo e com a inclusão da participação popular no processo decisório. Põe também em relevo o conflito de agendas que permeia a discussão da gestão urbana e analisa uma iniciativa de gestão pública local tomando como referência empírica a cidade de Teresina,capital do Piauí.Palavras-chave: gestão urbana, cidade, políticas sociais, participação, trabalho social, governos municipais.LOCAL GOVERNMENT AND URBAN GOVERNABILITY: participation in questionAbstract: This article discusses the recent actions of the State considering the urban space, specially the actions in terms of the cities´ government level, focusing on the so called innovative management proposals put into action since the early 1990?s for having, among their goals, the commitment with social policies taking into considerationtheir redistributive character and including the participation of the civil society in the decision making process.
