Resumen
This study shows the rationale of the different actors involved in settling Bulnes as capital city of the province of Diguillin, within the context of Nuble Regionalization Project. The actor?s logic of action was observed in terms of the strategies made as well as the power relationship established that keep them united. This observation let us analyze the decision making process that affects decentralization, a mechanism which entitles the formation of new political-administrative units in Chile. The constructs used for the analysis in this research are power relationships and strategies.
